Would I be penalized for not finishing my sep papers from the Military?

(from Navy) 1 month after my sep date without terminal leave? It's a voluntary separation at 35 months and my chain of command has failed to get my paperwork done on time as far as getting off the vessel. I have no UCMJ violations and don't want any for someone else's laziness/irresponsibility to do their job. I am respectfully asking them to get my paperwork done but unfortunately it might take this long. Thank you for your time.
