Does the Bible differentiate between the deserving and undeserving poor?

Jesus tells us to give to the poor based on their needs. I know the media and politicians nowadays encourages tells us to despise the lazy and undeserving poor, that basically their fate is the result of their laziness and that we shouldn't help them so they can pull their own weight and help themselves. Whereas the deserving poor - the handicapped for example who are poor inspite of their desire to improve themselves are deserving of our aid. So does the bible differentiate between the deserving and the undeserving poor?
